MARK B. WICKARD

Biography:

Mark leads the Oppenheimer Credit Union Group, bringing over 30 years of experience working with credit unions on fixed income strategies. He has received numerous industry accolades, including being named to Barron’s List of America’s Top 1200 Advisors two years in a row (ranked #28 and #22 respectively). Prior to joining Oppenheimer, he was the Head of the Credit Union Asset Strategy Group for Cantor Fitzgerald and founder of the national Morgan Stanley Credit Union Strategy Group.

Mark has been a leader in credit union investment education for decades. He founded the Paine Webber Credit Union Investment School and co-authored the 1st credit union investment strategy book Credit Union Investment Management with Dr. Frank Fabozzi.

With education at the core foundation of everything he does, his clients become forward-thinkers, and informed buyers and sellers whom are able to keep their Boards more informed, educated and prepared for regulatory overview & audits.

Mark received his Bachelor of Arts from Michigan State University and earned his J.D. from the Thomas Cooley Law School. He is married, has four children and lives in East Lansing, MI. Outside of work, Mark enjoys helping others, spending time with his children, running and watching a good movie.

TOBIAS E. TIMM

Biography:

Tobias has served credit unions of all sizes since 1989. He specializes in strategic portfolio analysis, customized recommendations, and trade execution. He also provides bond accounting as well as customized educational sessions, and works with credit unions with assets ranging from $20 million to $8 billion.

Tobias joined Oppenheimer from Cantor Fitzgerald Wealth Partners where he was a partner and member of the Credit Union Asset Strategy Group. He started his career at Unisys Corporation (formerly Burroughs Corporation) before becoming a financial consultant at E.F. Hutton (now Shearson Lehman Hutton). Tobias also held a position as a partner in the national Morgan Stanley Credit Union Group located in East Lansing, MI.

Tobias received his Bachelor of Arts from the Eli Broad School of Business at Michigan State University. He also attended the Wharton School at the University of Pennsylvania, where his program focused on designing investment policies, structuring investment portfolios, and performance measurement.

When he is not serving clients, Tobias can be found on the Pickelball courts or cycling along tree-covered roads. He lives in East Lansing, MI with his wife of 32 years. They have three adult children.

REGINA M. WICKARD

Biography:

As Director – Investments, Regina and her team provide comprehensive investment strategies and recommendations to credit unions across the country.

Regina leads a team of fixed income professionals that bring a unique understanding of the regulatory environment credit unions work in and a comprehensive understanding of the National Credit Union Association’s (NCUA) regulations.

Regina began credit union investment consulting in 1991, and has since accumulated over 25 years of experience working with credit unions. She co-founded Paine Webber’s Credit Union Investment School for Credit Unions was also a member of the Morgan Stanley Credit Union Group from 2007 to 2015.

Regina began her career as an in-house attorney at the W.A. Foote Memorial Hospital where she developed an analytical approach to risk, legal analysis, and regulatory oversight. She also established an off-shore insurance company for physicians and the medical staff for their liability insurance needs.

Regina graduated Magna Cum Laude from Towson University and earned her Juris Doctor degree from the Western Michigan University Cooley Law School. She is a member of the American Bar Association (ABA) and was admitted to the 30th Judicial Circuit - Circuit Court of Ingham.

Regina was born in Washington D.C. and raised in Maryland, but now lives in East Lansing, MI with her family of six. She and her family like to share their home, love, and time with other teens that may need assistance from time-to-time. She deeply cares about economic empowerment, education, health and human rights and is passionate about science and the outdoors.

KEVIN T. LYNCH

Biography:

As Director – Investments, Kevin and his team provide comprehensive investment strategies and recommendations to help credit unions meet their financial objectives. With nearly 25 years of investment and consulting experience, he continues to work with credit unions nationwide, with assets ranging from $20 million to over $8 billion.

Kevin joined Oppenheimer from Cantor Fitzgerald Wealth Partners where he was a partner and member of the Credit Union Asset Strategy Group. Prior to that, Kevin was a partner in the national Morgan Stanley Credit Union Group. He was also a financial analyst/managerial accountant at Justice Federal Credit Union where he oversaw all aspects of the accounting and finance department while serving on the Asset-Liability Committee. Kevin was also a finance manager for Sodexho-Marriott in Gaithersburg, MD where he maintained and managed the financial terms of $4 billion in purchase contracts.

Kevin graduated from the University of Maryland with a B.S. in Finance. He then went on to obtain his MBA at Marymount University.

Kevin currently lives in East Lansing, MI with his wife and their five children.

NOAH TIMM

Biography:

Noah E. Timm is an Associate Director – Investments with the Credit Union Investment Strategy Group in East Lansing, MI. As a member of the team, Noah provides financial advice and comprehensive investment strategies to credit union clients nationwide.

Noah joins Executive Director Tobias Timm, and Senior Director Isaiah Timm,working together with the Credit Union Investment Strategy Group of Oppenheimer to help their Credit Union clients attain their investment goals. The emphasis on “Education First” empowers their clients to understand the nuances of bond selection during changing interest rate cycles to help make a difference in the credit unions’ investment portfolio.

Previously, Noah’s Credit Union experience included three internships at Morgan Stanley. While interning with the Credit Union Group at Morgan Stanley, Noah’s exposure to the Credit Union Industry, its regulatory environment, and the critical difference the right investment strategy can make in the portfolio, laid the ground work for his current affiliation with the Credit Union Investment Strategy Group of Oppenheimer. 

Noah will work with his Team to provide a comprehensive range of services to assist Credit Union CEO’s and CFO’s with their investment portfolio objectives. Noah is an Alumni of Western Michigan University’s Haworth College of Business, where he earned his Bachelors in Business Administration and Sales and Business Marketing.

Outside the office, Noah can be found on one of the local golf courses, in the garage tinkering, or with his wife, working on a home project or rescuing a variety of different animals.

Biography:

Isaiah J. Timm is a Financial Advisor with the Credit Union Investment Strategy Group in the East Lansing, MI office. Isaiah and the team provide financial advice and comprehensive investment strategies to credit union clients nationwide.

Isaiah and his Senior Business Partner Tobias Timm, work together along with the Credit Union Investment Strategy Group of Oppenheimer to help achieve their client’s desired results. Their emphasis on "Education First" empowers their clients to understand the nuance of bond selection during different interest rate cycles to help make a difference in the credit unions’ investment portfolio.

Isaiah has had previous experience in the credit union industry through internships at Morgan Stanley and Cantor Fitzgerald. His internships focused on the credit union industry’s history, regulatory environment, the investment portfolio and ALM. Isaiah’s focus, then and now, is to provide a full range of services to assist credit union CEO’s and CFO’s with their investment portfolio’s objectives.

Isaiah attended Saginaw Valley State University, where he earned his Bachelors of Business Administration.

When Isaiah is not in the office he enjoys cycling, hiking, lifting weights and spending time with his Fiancée Mallory. They look forward to being married in January 2020.

ELIZABETH L. DUNCAN

Biography:

Elizabeth has been working with credit unions of all sizes since 2002. Leveraging a wealth of financial services experience, she helps credit unions understand and customize their financial strategies.

Before joining Oppenheimer, Elizabeth was a VP and Director of Business Development at Cantor Fitzgerald Wealth Partners and a member of the Credit Union Asset Strategy Group. She began her career as a Client Service Associate on the IRA team at First Corporation in Denver and continued her financial services career with the 401(k) Retirement Plans Division at Great West Life Insurance Company, overseeing day-to-day operations for retirement plans.

Elizabeth currently lives in East Lansing, MI and enjoys participating with her dogs in agility trials and disc events.

BRYAN L. BELL

Biography:

Bryan Bell is a Group Analytical Associate for the Credit Union Investment Strategy Group of Oppenheimer & Co. Inc. (“Oppenheimer”) in the East Lansing, MI office. His primary responsibility is to support the Credit Union Group in the day-to-day operations and growth of the Credit Union business. Bryan holds his FINRA Series 7 and Series 66 registrations.

Bryan assists the Group with prospecting, onboarding new clients, developing and maintaining client relationships; monthly wiring of principal and interest, and works with the Group implementing the marketing plan and hosting educational forums. Bryan also works with the partners of the Group to formulate and implement investment strategies tailored to their client’s needs.

He joined The Credit Union Investment Strategy Group of Oppenheimer in 2018 from Mercantile Bank of Michigan, where he was a Commercial Loan Specialist. In this position, he was the central liaison for the lenders, responsible for maintaining an appropriate LTV as loans were paid down/off and arranged for the release of the collateral securing the original loan.

Bryan lives in East Lansing, MI with his wife, Samantha, and their son. Bryan’s passions include playing/watching golf, watching the Michigan State Spartans and Indianapolis Colts (his favorite football teams), and travelling to Walt Disney World. Bryan looks forward to coaching his son in Track & Field and Football in the coming years.

AMANDA WICKARD

Biography:

Amanda Wickard is a Financial Consultant at Oppenheimer & Co. Inc. (Oppenheimer) with the Credit Union Investment Strategy Group, in the East Lansing, MI office. The Credit Union Investment Strategy Group works with credit unions across the country, to help them employ investment strategies that may make a difference at their credit union.

Amanda earned her FINRA Series 7 and 63 registration exams to become a Financial Consultant with the Group. She helps with business development, acquisition, and retention.

One of Amanda’s main focuses is Credit Union League Outreach, where she arranges sponsorships for the Group, Investment Educational Opportunities and speaking engagements for Mark Wickard (her father), who is the Managing Director of the Credit Union Investment Strategy Group.

Amanda comes from a Criminal Justice and Law background. She interned with probation and pre-sentencing at the 54-B District Court in East Lansing for a year. After that, Amanda was promoted to be The Honorable Judge Ball’s law clerk and she worked in that position for another year, until joining Oppenheimer. Amanda enjoyed her tenure with the Court, and in serving the Veterans Court Program, in particular, learning a great deal about compassion, people, and meeting the needs of clients. Her experience with Judge Ball and Deputy Court Administrator Kevin Tatroe in the East Lansing District Court will always be special to her.

Amanda graduated Magna Cum Laude with her Bachelor of Science Degree in Criminal Justice from Ferris State University. Amanda is part of an extended family business, which is important to her. She lives with her fiancé in Fenton, MI., and is an active member of the community there. Amanda enjoys spending time with family, friends, and her rescue dog, Midas. She also loves boating, working out, and great food.
